The House of Representatives has set up an ad-hoc committee to probe the worsening insecurity in the Federal Capital Territory (FCT), despite the Federal Government’s investment of $460 million—sourced from a Chinese loan—into a CCTV surveillance project that has produced no results.

During the committee’s inauguration on Thursday, Speaker Tajudeen Abbas, represented by Rep. Julius Pondi, condemned the sharp rise in kidnappings, robberies and murders across the capital, calling the situation “unacceptable.” He questioned why the multi-million-dollar CCTV network, designed to enhance security monitoring, has failed to function.

Abbas said the committee will carry out a forensic review of the project: its implementation status, operational capacity, integration with security agencies, and reasons for its collapse. The panel will also investigate possible mismanagement, negligence or sabotage.

He urged the Ministers of FCT, Finance and Interior, the Inspector General of Police, area council chairmen and security chiefs to fully support the probe, while calling on traditional rulers to improve intelligence-sharing.

Committee Chairman Rep. Ojogo Kimikanboh described Abuja as a “theatre of fear,” saying families are grieving daily due to unchecked criminal attacks. He labelled the abandoned CCTV project a “monumental scandal,” noting that despite huge spending, it has failed to provide the promised security cover.

Ojogo said the investigation will track every dollar spent, evaluate technical quality, determine functionality, uncover reasons for repeated breaches and identify those responsible. He assured Nigerians that the committee seeks the truth, not vendettas, and is committed to restoring public trust and strengthening security across the FCT.
