Lagos State to Seal 176 Illegal Estates Over Planning Permit Violations

The Lagos State Government has announced plans to seal off 176 estates across the state for failing to comply with mandatory planning approval laws, despite repeated opportunities for developers to regularize their projects.
Commissioner for Physical Planning and Urban Development, Dr. Oluyinka Olumide, made this known during the ministry’s maiden quarterly stakeholders’ meeting. He explained that the state had provided several “amnesty windows” for compliance, but many developers ignored the directive.
“With the expiration of the grace period, the government has no option but to move against these illegal estates. It is unlawful to commence any development without the required statutory approvals,” Olumide said.
He cautioned prospective property buyers to always verify the legal status of estates before making investments, warning that failure to do so could lead to massive financial losses if such estates are later shut down.
Outlining the legal requirements for estate development in Lagos, the commissioner highlighted the need for:
- Proof of land ownership (Certificate of Occupancy or Governor’s Consent)
- Tax Clearance Certificate
- Environmental Impact Assessment (EIA) Report
- Planning Permit from the Lagos State Physical Planning Permit Authority (LASPPPA)
- Stamped and approved architectural, survey, and structural drawings, signed by registered professionals
He further emphasized that survey plans must be registered in the state’s land database, while developers must provide a Deed of Assignment, evidence of Land Use Charge payments, development levy receipts, and proof of compliance with tax obligations.
Olumide noted that these requirements are crucial to guarantee safe, sustainable development and protect buyers’ investments. He urged Lagos residents to remain vigilant when subscribing to new estates, insisting that only projects that meet statutory standards will be recognized by the government.
