Kebbi Police to Begin Strict Enforcement of Tinted Glass Permit from October 2 Amid Legal Challenge

The Kebbi State Police Command has announced that it will commence full enforcement of the Federal Government’s tinted glass permit policy from October 2, 2025.

Police Public Relations Officer (PPRO), SP Nafiu Abubakar, disclosed this in a statement on Wednesday, stressing that the exercise would be implemented across the state in compliance with the directive of the Inspector-General of Police, Kayode Egbetokun.

Abubakar reminded vehicle owners that applications for the permit remain open through the official online portal, where applicants are required to use their National Identification Number (NIN), Bank Verification Number (BVN), or Tax Identification Number (TIN).

The application procedure includes creating an account, verifying personal details, uploading vehicle documents, making payments, and completing biometric capture. Motorists in Kebbi are expected to finalize biometric capturing and vehicle inspection at the State Intelligence Department in Gwadangaji, Birnin Kebbi.

He emphasised that biometric capturing is free of charge, warning motorists against dealing with unauthorised agents who may attempt to exploit the process.

“The command urges members of the public to comply with this directive and avoid patronising unauthorized individuals,” the statement read.

According to the police, the enforcement is designed to enhance transparency, accountability, and public safety on Nigerian roads. Authorities also noted that the deadline had been extended three times to allow motorists ample time to comply.

Meanwhile, the Nigerian Bar Association (NBA) has challenged the legality of the policy in court, alleging corruption in its implementation and questioning its constitutional validity. The NBA argued that reliance on the Motor Tinted Glass (Prohibition) Act, a 1991 military decree, “may not meet the constitutional standard of being reasonably justifiable in a democratic society.”
