EU Renews Zimbabwe Arms Ban as Beijing and Moscow Step In

The European Union has renewed its arms embargo on Zimbabwe for another year, extending restrictions that have been in place since 2002 over concerns about human rights abuses. The latest decision keeps the measures active until February 2027.
The embargo prohibits the sale, supply, and technical assistance related to military equipment. It was originally introduced during the rule of former president Robert Mugabe, whose administration was accused of suppressing fundamental freedoms. Mugabe left office following a military takeover in 2017 and passed away two years later.
Over time, the EU has relaxed other punitive measures against Zimbabwe. Asset freezes and travel bans have been lifted, while Zimbabwe Defence Industries—the last entity on the sanctions list—was removed in 2025. According to the European Council, the bloc remains open to constructive engagement with Harare, particularly in areas of trade and investment.
However, restrictions from Western nations have pushed Zimbabwe closer to alternative partners. Reports by Bloomberg indicate that China has supplied more than one-third of Zimbabwe’s major weapons imports since 1980, including a 200 million yuan ($28 million) security support donation in 2023. Russia has also delivered arms, ammunition, and spare parts in recent years.
The United States has maintained a firmer approach, placing President Emmerson Mnangagwa on its Global Magnitsky sanctions list in 2024 following allegations of abuses linked to his contested election victory.
