China Threatens NigComSat Shutdown Over $11.4 Million Debt, Issues 30-Day Ultimatum

Nigeria faces a potential communications crisis as China Great Wall Industry Corporation (CGWIC) has warned that it may deactivate NigComSat-1R due to an unpaid debt of $11.44 million. The notice, addressed to the Managing Director of Nigeria Communications Satellite Limited (NigComSat) and copied to President Bola Ahmed Tinubu, gives the Nigerian agency 30 days to settle the outstanding payment for operational services.
The debt covers unpaid Telemetry, Tracking, and Command (TT&C) services provided from CGWIC’s ground station in Kashgar, China. CGWIC cautioned that failure to clear the balance could lead to the shutdown of active satellite transponders, warning that “the performance of the satellite can no longer be guaranteed.”
The letter further advised NigComSat to alert its clients about possible disruptions affecting broadcasting, internet, and defence communications across the country. The warning comes as NigComSat-1R, launched in 2011, approaches the end of its expected operational life in late 2026 and has previously experienced technical challenges. CGWIC took over its management in 2019 to stabilise its orbit and maintain functionality.
Stephen Kwande, NigComSat’s Head of Corporate Communications, confirmed receipt of the notice and said the agency is reviewing it, with an official response expected soon.
Analysts have flagged the situation as a potential risk to Nigeria’s digital and national security infrastructure, stressing the country’s reliance on the satellite for broadcasting, internet services, and military communications. The dispute highlights the vulnerability of Nigeria’s ageing satellite network and the urgent need for investment in homegrown space assets.
